Yes. You are correct. In the UK the laws are different than in the USA. No statute of limitations and culpability at age 10.

If reported it could be investigated to see if the “experimentation” met the legal definition of a crime.

If a criminal statute was met, e.g. digital penetration of the 9 year old, it would still be treated as a crime of youth. The links outline all of the mitigating considerations.

Yes. Investigated and probably sent to prison for life.
