It is interesting how your mind starts with a practical attempt to help people evacuate during an emergency and by the end of your machinations you have created a sci-fi dystopian world.
Anyway, there is a difference between a fire exit and a fire door. Just because a sign is installed that says “fire exit” doesn’t make the door a fire door. Fire doors have a fire rating. The rating is based on a test of how long the door can withstand fire at a particular heat. A fire door is designed to stay closed and to stop smoke.
Very few people understand fire doors. Most have a lay concept and believe similar to your own thought process. Put up a sign that’s says fire exit and suddenly the door magically becomes a fire door and must remained closed.
I understand the mind wandering from some seemingly innocent observation and creating a story. I can see a homeless person asking for change and by the end of my thinking world hunger has been solved.
