Using Public Bathrooms

I don't know if this really falls into anxiety and panic attacks because it's partly self-esteem related.

My boyfriend has this huge problem that I don't know how to fix, or help him overcome it. He has problems going to public bathroom...meaning he can't go pee even when he has too. He has tried using the stalls so that no one would be around him but it's still hard for him to go. What can he do to overcome it?

I know it's partly self-esteem because he is very self confident. He's embarrased to have others look at him. Does anyone have any advice?

Assuming that nothing more complex underlies it, this would normaly be treated as avoidance behaviour, which means that the remedy would be "shaping" of the desired behaviour: You go through as many small steps as needed to get to doing the avoided behaviour. Each step should be reinforced either by you or you bf by some suiting reinforcer. He might need your cheerleading to get going.
